The Shaykh : The position of the Hanbali, Shafi'i, and Maliki schools is that the people of Makkah do not shorten or combine prayers, neither in Mina, nor at 'Arafah, nor in Muzdalifah. This was the case in their time, when Muzdalifah was far from Makkah; that is, the distance between Mina and Makkah was a long one. However, the Shaykh al-Islam (may Allah have mercy on him) chose the position that they combine and shorten like everyone else. But our situation now is not like the situation of people in the past. Now, Mina is considered a district of Makkah. For this reason, we see that the most cautious course for the people of Makkah is not to shorten in Mina, but rather to complete the prayers.
As for combining, there is no combining in Mina, as is apparent. There is no combining in Mina, even in the time of the Messenger of Allah (peace and blessings be upon him); he did not combine, neither before 'Arafah nor after 'Arafah.
