The Messenger of Allah (peace and blessings be upon him) said:
If you see a man frequenting the mosques, then bear witness to his faithإذا رأيتُم الرجل يعتاد المساجدَ فاشهدوا له بالإيمان

, and we observe that among those who frequent the mosques are some who do not fear Allah and do not watch Him in their deeds. How do you explain this matter?

Answer:
This is a general description. The majority of the people of the mosques are good. Whoever maintains the prayer and is consistent in performing it in congregation, the majority of his character is that he is among the people of good.
So, if the hadith were authentic, it would be a general description. However, the hadith is weak according to the scholars; because it is narrated by a man called Darraj Abu al-Samh, from Abu al-Haytham, and his narration is weak. So, the hadith is not established according to the scholars.
But if it were authentic, the meaning would be that it is a general description, meaning: the majority of those who regularly attend the mosques and are consistent in prayer are good.
