Question:
In His saying, Blessed and Exalted is He:
And do not eat of that upon which the name of Allah has not been mentionedوَلَا تَأْكُلُوا مِمَّا لَمْ يُذْكَرِ اسْمُ اللَّهِ عَلَيْهِ
[Al-An'am 6:121]
the verse [al-An'am: 121], is the intended meaning of the mention at the time of slaughter or at the time of eating?

Answer:
The intended meaning is at the time of slaughter. If one slaughters and does not mention the name of Allah, or hunts and does not mention the name of Allah, his slaughter is not lawful and it is not eaten, whether he is a Muslim or a People of the Book. However, if it was out of forgetfulness or he left it off out of ignorance, then it is lawful. But if he did it intentionally while knowing the ruling of the Shari'ah, then his slaughter is not lawful; because of the noble verse:
So eat of that [meat] upon which the name of Allah has been mentionedفَكُلُوا مِمَّا ذُكِرَ اسْمُ اللَّهِ عَلَيْهِ
[al-An'am: 118], and what came in the authentic hadiths in his saying (peace and blessings be upon him):
If you shoot the arrow, mention the name of Allahإذا رميتَ السهم فاذكر اسم الله

When you release your dog, mention the name of Allahإذا أرسلتَ كلبَك فاذكر اسم الله
Sunan an-Nasa'i 4263Sahih (Darussalam)
along with the generality of the verse:
And do not eat of that upon which the name of Allah has not been mentionedوَلَا تَأْكُلُوا مِمَّا لَمْ يُذْكَرِ اسْمُ اللَّهِ عَلَيْهِ
[Al-An'am 6:121]

So the intended meaning is if he left it off intentionally. As for forgetfulness, Allah says:
Our Lord, do not impose blame upon us if we have forgotten or erred.رَبَّنَا لَا تُؤَاخِذْنَا إِنْ نَسِينَا أَوْ أَخْطَأْنَا
[al-Baqarah: 286], Allah said:
I have done itقد فعلتُ
, and the ignorant person is in the ruling of the forgetful person.
