Question:
Interest-based banks are widespread in many Arab countries, to the extent that it is difficult for a Muslim to obtain a residence or a loan to complete any project except through these banks. What should be done?

Answer:
And whoever fears Allah - He will make for him a way outوَمَنْ يَتَّقِ اللَّهَ يَجْعَلْ لَهُ مَخْرَجًا
[al-Talaq:2],
And whoever fears Allah - He will make for him of his matter ease.وَمَنْ يَتَّقِ اللَّهَ يَجْعَلْ لَهُ مِنْ أَمْرِهِ يُسْرًا
[al-Talaq:4], what is binding regarding banks is that one borrows from his brothers. He does not build, and he does not undertake the project until the matter becomes easy for him. Who is it who pressures him regarding the project that pressures him into riba? The project that leads him to riba is not established. Does he establish a project through what is forbidden? He should be patient until Allah relieves him, until the lawful comes to him, or he borrows from his brothers without riba. As for saying that he will establish a project, or get married, or build a house through what is forbidden; this is reprehensible, this is a mistake.
