Question:
Is it permissible to recite certain verses from the Noble Qur'an and repeat them several times for the purpose of istikharah, or to seek sustenance, or to ward off harm, or otherwise, knowing that there are no hadiths from the Messenger of Allah (peace and blessings be upon him) regarding these verses, but only the statements of some scholars?

Answer:
As far as I know, there is no basis for this. There is no basis for reciting verses during istikharah, or when seeking sustenance, or when warding off harm. I do not know of anything prescribed to be recited for these matters.
What is prescribed for him is the supplication of istikharah. He prays two rak'ahs and then makes the supplication of istikharah. Likewise, if he fears something, he asks Allah for safety from it, or if he hopes for something, he asks Allah for success in it and for Him to make it easy. He humbles himself before Allah and asks for what he loves, and seeks refuge in Him from what he dislikes. This is prescribed, and praise be to Allah.
As for reciting verses for this matter, I do not know of clear evidence that one should recite verses for istikharah, or to bring about benefit, or to ward off harm. However, he should take the beneficial means: he should strive in the beneficial means, such as istikharah, consultation, and other means of reassurance.
