Question:
A message was received by the program from the Taiz Governorate in the Yemen Arab Republic, and the sender of the message is one of the brothers from there. He says: The son of the headman, our brother, has a set of questions. In his first question, he asks: Does one who breaks his fast in Ramadan for a valid legal excuse, such as old age, and who feeds people, have the same reward as the one who fasts?

Answer:
It is hoped for him; because he is excused by the Shari'ah, and the one who is excused has the ruling of the one who fasts. The Prophet (peace and blessings be upon him) said:
Whoever is ill or travels, Allah writes for him what he used to do while he was healthy and residentمن مرض أو سافر كتب الله له ما كان يعمل وهو صحيح مقيم
Musannaf Ibn Abi Shaybah 5:6
So the old man who is unable to fast has the ruling of those who fast; because he is excused, and were it not for his inability, he would have fasted. So he is excused, and he must feed one poor person for every day if he is able to do so.
As for if he is unable and cannot do so, then he owes nothing; neither fasting is required of him nor feeding. Because of the saying of Allah, the Exalted:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[Surat al-Taghabun: 16], yes.
