It is not permissible to harm the neighbors; rather, it is obligatory to honor them and be kind to them. The Prophet (peace and blessings be upon him) said:Sahih Muslim 47a And in the other wording: Sahih Muslim 47b And so it is with every Muslim; it is not permissible to harm him. So it is obligatory for the Muslim to fear Allah regarding his neighbors, to honor them, and to be wary of harming them.
As for you, you have no right to go out except with his permission. A woman has no right to go out except with her husband's permission, except for a legitimate religious excuse.
