Answer:
The Prophet (peace and blessings be upon him) used to perform the qunut in times of calamity. When a calamity befell the Muslims, such as an enemy attacking them or a severe hardship, he would supplicate for them in the Fajr prayer and others. However, the habit of some people of performing the qunut in the Fajr prayer without a cause is not prescribed. In the authentic hadith from Sa'd ibn Tariq al-Ash'ari, he said: "I said to my father: O my father, you have prayed behind the Messenger of Allah (peace and blessings be upon him), and behind Abu Bakr, 'Umar, 'Uthman, and 'Ali. Did they perform the qunut in the Fajr prayer?" He said: "O my son, you are asking about something new." This means: they did not perform the qunut in the Fajr prayer except when an incident occurred, such as an enemy besieging the city or attacking the Muslims, in which case they would supplicate against the enemy in the qunut, in the Fajr prayer and others. The qunut in the Fajr, in the Maghrib, in the 'Isha', in the Zuhr, and in the 'Asr involves raising the hands in the last rak'ah after the ruku' and supplicating against the enemy, as the Prophet (peace and blessings be upon him) did in his supplication against the polytheists. The Shaykh: Regarding this, it is said: leaving it is better. It is called an innovation (bid'ah), but one does not call the person an innovator (mubtadi'), because some scholars hold this view. Some imams, such as al-Shafi'i and a group, consider the qunut in the Fajr prayer to be permanent. This is a weak and weaker position, but it is known that this is the better view.
As for the hadith "He did not cease to perform the qunut until he passed away," it is a weak hadith and not authentic. Rather, he performed the qunut in supplicating against the polytheists.
As for performing the qunut permanently in the Fajr prayer without need, it is not prescribed. It is only prescribed in times of calamity, when there is an enemy, in the Fajr prayer and others. However, if someone does it based on some weak hadiths, it is known that the Sunnah is contrary to that, and this should be explained to him with kind words and a good manner only.
