The questioner : The last question, if Allah wills. A person failed, meaning he did not pass, the driving exam, and this person was asked to go renew five lessons at a driving school, naturally with a certificate proving that he completed them. So the person says, "I know them, I have studied them, and I am tired of them, I am bored of them." So he asks, "Can I give the school director a small amount of money on the basis that he writes me a certificate that I completed the five, so that they process it when I submit my license application? Is this permissible or not?"

The Shaykh : Do you think this is not a bribe?

The questioner : It is clearly a bribe.

The Shaykh : Okay, what is the question?

The questioner : For example, if I want to practice, I have to pay a certain amount, and this amount burdens me. And I know the lessons, they are not new to me, but it is a matter of dominance, so he immediately writes for me that you have finished... five lessons. Is it permissible to give him a gratuity or give him [money]?

The Shaykh : No, that is not permissible.

The questioner : Let us say the operative cause is that it is a bribe if he pays him...

The Shaykh: Yes.

The questioner : If he does not pay him, what happens?

The Shaykh : If he is entitled to it, it happens.

The questioner : Entitled means that he is qualified.

The Shaykh: Yes.

The questioner : Ah, and may Allah reward you with good.

The Shaykh : And may Allah protect you, if Allah wills.

The questioner : Well, peace be upon you.

The Shaykh : And upon you be peace, and the mercy of Allah and His blessings.
