Question:
You are also asking another question, saying: Is it obligatory for one who intends to recite the Qur'an to begin by saying: (In the name of Allah, the Most Gracious, the Most Merciful), even if he is in the middle of a surah? And sometimes one of us wants to repeat some surahs three times; is he required to say (In the name of Allah, the Most Gracious, the Most Merciful) every time? Or is once sufficient? May Allah benefit you with your knowledge, and may He reward you with good.

Answer:
The Sunnah for the believing man and woman is to begin with the Basmala at the start of every surah. If he repeats it, he likewise repeats the Basmala (In the name of Allah, the Most Gracious, the Most Merciful) at the start of every surah. The Prophet (peace and blessings be upon him), when he recited a surah, would begin it with In the name of Allah, the Most Gracious, the Most Merciful.
Allah revealed that with every surah; every surah was revealed with (In the name of Allah, the Most Gracious, the Most Merciful), except for Surah al-Bara'ah. When Uthman and the Companions compiled the Qur'an, they paused to determine whether it was one surah with al-Anfal or separate. For this reason, they did not write the verse of the Basmala between them. As for the other surahs, it is prescribed for the reciter to recite the Basmala, and if he repeats the surah, he repeats the Basmala.
As for beginning from the middle of a surah, he begins with the seeking of refuge, saying: I seek refuge in Allah from the accursed Shaytan, and that is sufficient. If he mentions the name of Allah, there is no harm, but the seeking of refuge is sufficient; due to the saying of Allah, Glorified and Exalted is He:
So when you recite the Qur'an, [first] seek refuge in Allah from Satan, the expelled [from His mercy].فَإِذَا قَرَأْتَ الْقُرْآنَ فَاسْتَعِذْ بِاللَّهِ مِنَ الشَّيْطَانِ الرَّجِيمِ
[al-Nahl: 98]. So if the beginning is from the middle of a surah, he seeks refuge and that is sufficient.
As for beginning from the start of it, he seeks refuge and mentions the name of Allah both. And if he repeats it, he repeats only the Basmala and does not repeat the seeking of refuge; repeating only the Basmala is sufficient for him. Yes.
