Q4: We see thatthe phrase "In the name of Allah, the Most Merciful, the Most Compassionate" is the beginning of every surah in the Qur'an, and Allah the Exalted mentioned it in His saying:
indeed, to me has been delivered a noble letter. (30) Indeed, it is from Solomon, and indeed, it reads: 'In the name of Allah, the Entirely Merciful, the Especially Merciful, (31) Be not haughty with me but come to me in submission [as Muslims].' "إِنِّي أُلْقِيَ إِلَيَّ كِتَابٌ كَرِيمٌ (29) إِنَّهُ مِنْ سُلَيْمَانَ وَإِنَّهُ بِسْمِ اللَّهِ الرَّحْمَنِ الرَّحِيمِ (30) أَلا تَعْلُوا عَلَيَّ وَأْتُونِي مُسْلِمِينَ
[An-Naml 27:29-31]

or is it sufficient to recite it with the opening takbir, given that we see most people do not recite it, neither quietly nor aloud, but rather begin with any surah immediately after al-Fatihah without reciting "In the name of Allah, the Most Merciful, the Most Compassionate." We hope for a complete clarification on this matter: do we recite it before every surah or only before al-Fatihah, and is it part of the Qur'an or part of the Sunnah?

A4: You recite it when reciting every surah, and it is not sufficient to recite it in the first rak'ah before al-Fatihah. It is a verse of the Qur'an. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
