Question:
The brothers are asking about the exegesis of the saying of the Truth, Blessed and Exalted is He, I seek refuge in Allah from the accursed Shaytan:
And [Allah revealed] that if they had remained straight on the way, We would have given them abundant provisionوَأَلَّوِ اسْتَقَامُوا عَلَى الطَّرِيقَةِ لَأَسْقَيْنَاهُمْ مَاءً غَدَقًا
[Al-Jinn:16]?

Answer:
The verse is to be taken at its apparent meaning, and this is a promise from Allah (Mighty and Majestic) that if people were to remain steadfast upon the path that Allah has prescribed for them, namely following the Shari'ah, obeying His commands, and leaving off His prohibitions, Allah would give them abundant rain that would benefit them in their crops, in their wells, and in all their other affairs.
However, due to negligence, squandering, and laxity, people may be subjected to various forms of punishment, including drought, famine, and the withholding of rain, as He (Exalted and Majestic is He) said:
And whatever strikes you of disaster - it is for what your hands have earned; but He pardons much.وَمَا أَصَابَكُمْ مِنْ مُصِيبَةٍ فَبِمَا كَسَبَتْ أَيْدِيكُمْ وَيَعْفُوا عَنْ كَثِيرٍ
[Al-Shura:30], and He (Exalted and Majestic is He) said:
And We certainly seized the people of Pharaoh with years of famine and a deficiency in fruitsوَلَقَدْ أَخَذْنَا آلَ فِرْعَوْنَ بِالسِّنِينَ وَنَقْصٍ مِنَ الثَّمَرَاتِ
[Al-A'raf:130].
So the outcome is that people may be punished with drought and famine for their sins, and Allah may send down rain upon them and grant them from His bounty various kinds of good because of their obedience and their steadfastness upon the command of Allah.
And He may test some of His servants with prosperity despite their sins, perhaps so that they will return, perhaps so that they will become aware, as He the Exalted said:
We will progressively lead them [to destruction] from where they do not know.سَنَسْتَدْرِجُهُمْ مِنْ حَيْثُ لا يَعْلَمُونَ
[Al-Qalam:44],
And I will give them time. Indeed, my plan is firm.وَأُمْلِي لَهُمْ إِنَّ كَيْدِي مَتِينٌ
[Al-A'raf:183].
So it is obligatory to be cautious and not to be deluded by Allah's leniency and His delay in punishing a person for the sins he is committing, despite the presence of great blessings and abundant good, for it may be a gradual leading into destruction.
