Question:
This is a letter we received from Khamis Mushait from Husayn Sulayman... al-Maliki. He says in his letter: There is one of the nurses at a clinic in one of the villages who performs the operation of circumcision on boys, especially young men whose ages are over seventeen. Is that permissible for her to do, or not?

Answer:
This is a strange practice. There is no doubt that this is not permissible, and that it is obligatory for men to take charge of this task, which is the circumcision of adult boys, especially those who have reached this age. This is an abomination, and it is not one of the matters that men are incapable of doing; rather, it is easy for men. When a child reaches seven years of age, men should handle it directly. She is not permitted to handle the boys except those under seven years of age. As for those over seven years of age, it should be entrusted to men, and it is not permissible to entrust it to women except in a case of dire necessity, such as when there is no man available to perform the circumcision. However, this is unlikely, because it is readily available. The point is that it is readily available for men, so a woman should not be entrusted with this matter; rather, it is not permissible.
