Answer:
He should guide her and teach her. If her going out serves a benefit—such as visiting a sick person or visiting her relatives—he should not be strict in matters. If he suspects her going out, he should prevent her from it.
As for a prescribed going out that has a valid reason, he should not be strict. Some people are always strict and suspicious. If the woman is righteous, he should not have a bad opinion of her. If her going out is prescribed to her relatives at an appropriate time, or to her neighbors at an appropriate time, there is no blame on him.
