Our brother is asking another similar question, saying: I request an explanation of this hadith, along with a comparison to the following Qur'anic verse. Allah the Exalted said:
Whether you show what is within yourselves or conceal it, Allah will bring you to account for itوَإِنْ تُبْدُوا مَا فِي أَنفُسِكُمْ أَوْ تُخْفُوهُ يُحَاسِبْكُمْ بِهِ اللَّهُ...
[al-Baqarah: 284] to the end of the verse... The hadith is from Abu Hurayrah (may Allah be pleased with him) , who said: The Messenger of Allah (peace and blessings be upon him) said:
Allah, the Most High, has forgiven my followers what they contemplate on within themselves (i.e. evil thoughts) as long as they do not act upon or speak about them.إن الله تجاوز عن أمتي ما حدثت به أنفسها ما لم تعمل أو تتكلم

When this noble verse was revealed, it was difficult for the Companions (may Allah be pleased with them) , so the Prophet (peace and blessings be upon him) ordered them to say: “We hear and we obey,” when Allah revealed His saying:
To Allah belongs whatever is in the heavens and whatever is in the earth. Whether you show what is within yourselves or conceal it, Allah will bring you to account for it. Then He will forgive whom He wills and punish whom He wills, and Allah is over all things competent.لِّلَّهِ ما فِي السَّمَاواتِ وَمَا فِي الأَرْضِ وَإِن تُبْدُواْ مَا فِي أَنفُسِكُمْ أَوْ تُخْفُوهُ يُحَاسِبْكُم بِهِ اللّهُ فَيَغْفِرُ لِمَن يَشَاء وَيُعَذِّبُ مَن يَشَاء وَاللّهُ عَلَى كُلِّ شَيْءٍ قَدِيرٌ
[al-Baqarah: 284]. It was difficult for them, so they came to the Prophet (peace and blessings be upon him) and said: “This is something we cannot bear.” He said:
Do you want to say as the Children of Israel said, “We hear and we disobey”? Say, “We hear and we obey.”أتريدون أن تقولوا كما قالت بني إسرائيل سمعنا وعصينا؟ قولوا: سمعنا وأطعنا
. They said: “We hear and we obey.” When they said it and their tongues became accustomed to it, Allah revealed His saying –Glorified and Exalted is He-:
The Messenger has believed in what was revealed to him from his Lord, and [so have] the believers. All of them have believed in Allah and His angels and His books and His messengers, [saying], "We make no distinction between any of His messengers." And they say, "We hear and we obey. [We seek] Your forgiveness, our Lord, and to You is the [final] destination."آمَنَ الرَّسُولُ بِمَا أُنزِلَ إِلَيْهِ مِن رَّبِّهِ وَالْمُؤْمِنُونَ كُلٌّ آمَنَ بِاللّهِ وَمَلآئِكَتِهِ وَكُتُبِهِ وَرُسُلِهِ لاَ نُفَرِّقُ بَيْنَ أَحَدٍ مِّن رُّسُلِهِ وَقَالُواْ سَمِعْنَا وَأَطَعْنَا غُفْرَانَكَ رَبَّنَا وَإِلَيْكَ الْمَصِيرُ
[al-Baqarah: 285].
Then Allah revealed after it:
Allah does not charge a soul except [with that within] its capacityلاَ يُكَلِّفُ اللّهُ نَفْسًا إِلاَّ وُسْعَهَا
[al-Baqarah: 286]. This abrogated His saying:
Whether you show what is within yourselves or conceal it, Allah will bring you to account for itوَإِن تُبْدُواْ مَا فِي أَنفُسِكُمْ أَوْ تُخْفُوهُ يُحَاسِبْكُم بِهِ اللّهُ
[Al-Baqarah 2:284]

And Allah abrogated His saying:
or conceal itأو تخفوه
. And He forgave them for what occurs in the souls, as indicated by His saying (peace and blessings be upon him) in the authentic hadith:
Allah, the Most High, has forgiven my followers what they contemplate on within themselves (i.e. evil thoughts) as long as they do not act upon or speak about them.إن الله تجاوز عن أمتي ما حدثت به أنفسها ما لم تعمل أو تتكلم

. So whatever is among the whispers of the hearts is pardoned, as long as the servant does not act upon it or speak it, as indicated by the authentic hadith, and as indicated by His saying (Glorified and Exalted is He):
Allah does not charge a soul except [with that within] its capacityلاَ يُكَلِّفُ اللّهُ نَفْسًا إِلاَّ وُسْعَهَا
[al-Baqarah: 286].
But if it settles in the heart and becomes an action for which a person is held accountable, if it settles in his heart, from what is wrong, from arrogance and pride, or hypocrisy, or other than this from the evil deeds of the hearts, the person is held accountable for it.
As for what are passing thoughts that occur in the mind and do not settle, Allah does not hold him accountable for them (Glorified and Exalted is He) , but He pardons them –Exalted and Majestic is He-.
So His saying (Glorified and Exalted is He) :
Whether you show what is within yourselves or conceal it, Allah will bring you to account for itوَإِن تُبْدُواْ مَا فِي أَنفُسِكُمْ أَوْ تُخْفُوهُ يُحَاسِبْكُم بِهِ اللّهُ
[Al-Baqarah 2:284]
This is with regard to what settles in the hearts, what remains in the hearts from the deeds of the hearts, for which a person is held accountable, from hypocrisy, showing off, arrogance, and other than this from the deeds of the hearts, and false beliefs, whether he reveals them or conceals them, he is held accountable for them.
As for what occurs to a person, Allah has forgiven him for it and pardoned it (Glorified and Exalted is He) , and the Sunnah indicates that His saying: “Allah will hold you accountable for it” means what settles, and what remains in the hearts, as for what occurs to them and departs, Allah forgives him (Glorified and Exalted is He) , due to His saying (peace and blessings be upon him):
Allah, the Most High, has forgiven my followers what they contemplate on within themselves (i.e. evil thoughts) as long as they do not act upon or speak about them.إن الله تجاوز عن أمتي ما حدثت به نفسها ما لم تعمل أو تتكلم

So the action is done by the heart and by the limbs. If he acts with his heart, hating for the sake of Allah, and loving for the sake of Allah, he is held accountable for this; he is rewarded for the love, and it is a sin for the hatred if he hates one who does not deserve hatred. So the point is that the deeds of the heart, if they settle, a person is held accountable for them, like love for the sake of Allah and hatred for the sake of Allah, for which the believer is rewarded.
And if he does with his heart the opposite of that, hating the believers, or being arrogant toward anyone, or hypocrisy, or showing off, he is held accountable for that; because these are deeds of the heart, just like the deeds of faith, equally so.
