Question:
A message was sent from the United Arab Emirates by the sister (S.A.) asking for the interpretation of the saying of the Truthful One (Blessed and Exalted is He): I seek refuge in Allah from the accursed Shaytan:
To Allah belongs whatever is in the heavens and whatever is in the earth. Whether you show what is within yourselves or conceal it, Allah will bring you to account for it. Then He will forgive whom He wills and punish whom He wills, and Allah is over all things competent.لِلَّهِ مَا فِي السَّمَوَاتِ وَمَا فِي الأَرْضِ وَإِنْ تُبْدُوا مَا فِي أَنفُسِكُمْ أَوْ تُخْفُوهُ يُحَاسِبْكُمْ بِهِ اللَّهُ فَيَغْفِرُ لِمَنْ يَشَاءُ وَيُعَذِّبُ مَنْ يَشَاءُ وَاللَّهُ عَلَى كُلِّ شَيْءٍ قَدِيرٌ
[al-Baqarah:284].

Answer:
When this verse was revealed, it was distressing for the Companions of the Prophet (peace and blessings be upon him), so they came to the Prophet (peace and blessings be upon him) and asked him, and then Allah revealed after it:
Allah does not charge a soul except [with that within] its capacityلا يُكَلِّفُ اللَّهُ نَفْسًا إِلَّا وُسْعَهَا
[al-Baqarah:286].
Therefore, the whispers that occur in the chest, which are not spoken by the tongue and not acted upon, but merely appear and then disappear; a person is not held accountable for them, and they are forgiven. Accountability is only for action or speech; based on the saying of the Prophet (peace and blessings be upon him):
Allah, the Most High, has forgiven my followers what they contemplate on within themselves (i.e. evil thoughts) as long as they do not act upon or speak about them.إن الله تجاوز عن أمتي ما حدثت به أنفسها، ما لم تعمل أو تكلم
Bulugh al-Maram 8:133
So the whispers that appear and disappear do not harm a person, unless he speaks or performs an action and believes it in his heart or with his limbs: such as arrogance in the heart, arrogance and showing off in the heart; this is what he is held accountable for, because it is an action.
And likewise, speech spoken by his tongue or with his limbs. As for the whispers that occur to a person but do not settle, they go away and are not settled; these are forgiven; based on his saying (peace and blessings be upon him):
Allah, the Most High, has forgiven my followers what they contemplate on within themselves (i.e. evil thoughts) as long as they do not act upon or speak about them.إن الله تجاوز عن أمتي ما حدثت به أنفسها، ما لم تعمل أو تكلم

And the generality of His saying (Exalted and Majestic is He):
Allah does not charge a soul except [with that within] its capacityلا يُكَلِّفُ اللَّهُ نَفْسًا إِلَّا وُسْعَهَا
[al-Baqarah:286], since a servant cannot bear to be safe from whispers, but he should beware of acting on the bad whisper. He must be cautious about acting on bad whispers, rather he should fear them, leave them, and turn away from them. Yes.
