Question:
A questioner asks and says: It is a duty to judge by what Allah has revealed, but we live in a country that is not governed by the law of Allah, but by the laws of Britain and France. So what is required of us in our country? And to what extent is it obligatory for us to obey these rulers? And how do we deal with them? May Allah reward you.

Answer:
Whoever is in a country governed by man-made laws—whether they are the laws of France, England, America, Italy, or others—the obligatory duty upon them is to cooperate in righteousness and piety, to advise one another, and to advise those whom Allah has placed in authority over them with collective advice in a good manner, in a manner that influences the officials and calls them to listen to admonition and remembrance, not with weapons that cause the taking of the pious and their imprisonment, but with good words, a good manner, and cooperation, until Allah makes a way out and an exit.
So the Muslims have their obligatory duty: to cooperate in righteousness and piety, to advise for the sake of Allah, and to call to Allah (Mighty and Majestic) with wisdom and good words, and to write to the rulers from time to time with continuous letters, and to contact them through their notables and elders, so that they advise them and ask them to judge by what Allah has revealed. When the people are sincere in this and strive in this and contact the rulers, then Allah will make a way out and an exit.
As for what some people do of assassinations and shedding of blood, this does not benefit anything; rather, it harms the Muslims, and it harms the da'wah, and the Muslims remain in great harm, and in being confined to their homes, or in prisons. This harms the da'wah and does not benefit it, and it harms the Muslims and does not benefit them.
And what benefits them is cooperation in righteousness and piety, advising the Muslims, establishing circles of knowledge in the mosques and elsewhere, calling to Allah among the soldiers, among the troops, and among all classes of society, and contacting the rulers and advising them in a good manner and with good words. This is closer to good, and further from prison, and further from harm. And Allah is the One to be asked for help.
