Answer:
The most specific one is: abandoning shirk (associating partners with Allah). Sovereignty is among the branches of rulings. It is obligatory for the ruler to judge by the Shari'ah. As for judging by other than the Shari'ah, there is a distinction: if he does so intentionally and considers it permissible, it is disbelief (kufr). If he does it out of desire or for a bribe, it becomes a sin, an evil deed, and minor shirk. These are among the unique aspects of the divine laws that follow from the oneness of worship.
