Except for those who repent, correct themselves, hold fast to Allah, and are sincere in their religion for Allah, for those will be with the believers. And Allah is going to give the believers a great reward.إِلَّا الَّذِينَ تَابُوا وَأَصْلَحُوا وَاعْتَصَمُوا بِاللَّهِ وَأَخْلَصُوا دِينَهُمْ لِلَّهِ فَأُولَئِكَ مَعَ الْمُؤْمِنِينَ وَسَوْفَ يُؤْتِ اللَّهُ الْمُؤْمِنِينَ أَجْرًا عَظِيمًا
[An-Nisa 4:146]

If they repent, Allah will accept their repentance. The door of repentance is open. If one repents, Allah accepts his repentance, just as the Prophet (peace and blessings be upon him) said: "Repentance wipes out what came before it." And when he mentioned shirk (associating partners with Allah), zina (unlawful sexual intercourse), and killing, he said:
Except for those who repent, believe and do righteous workإِلَّا مَنْ تَابَ وَآمَنَ وَعَمِلَ عَمَلًا صَالِحًا
[al-Furqan: 70].
But the spy, no. The spy's repentance is not accepted. Because if his repentance were accepted, there would be many spies. And if they were detained, they would say, "We have repented," and the public interest would be compromised, and disaster would occur. The spy is not left alone; rather, he is killed, just as the Prophet (peace and blessings be upon him) killed the spies.
But this was only Hatib, because he was from the people of Badr, and he thought that this would not harm him. Then Allah clarified the matter and made the matter clear:
do not take My enemies and your enemies as alliesلا تَتَّخِذُوا عَدُوِّي وَعَدُوَّكُمْ أَوْلِيَاءَ
[al-Mumtahanah: 1], and the Prophet clarified it afterwards, ordering the killing of the spy.
