The Shaykh : It is obligatory for those responsible for mosques to choose for the leading of the mosque prayer the one who is most proficient in reciting the Book of Allah and most upright in the matters of his prayer, due to the saying of the Prophet (peace and blessings be upon him):
The people should be lead by the one who is most well-Versed in recitation of the Book of Allah يؤم القوم أقرؤهم لكتاب الله

This is a report in the form of a command, so those responsible should fear Allah (Mighty and Majestic) in what Allah has entrusted to them, and they should choose for every task the one who is most upright in it and most deserving of it according to the Shari'ah.
