Answer: My advice to the readers is that they should not be swept away by every mufti, and that they should test people's fatwas against the words of Allah and the words of His Messenger (peace and blessings be upon him), and that they should hold in high esteem what Allah and His Messenger have held in high esteem, and that they should refrain from what Allah and His Messenger have forbidden, and that they should ask the scholars known for their uprightness, Islamic zeal, and religious knowledge, and that they should not be swept away by every fatwa, but rather they must be cautious and wary, so that they do not fall into falsehood.
As for my advice and counsel to the muftis, it is obligatory for us all to fear Allah, and that we should not issue a ruling except with what aligns with the truth, and that we should beware of being lenient or leaning toward the desires of people and what pleases them, for most people are not pleased except by falsehood. Therefore, it is obligatory for the mufti to fear Allah, to be afraid of Allah, to be mindful of Allah, and not to issue a ruling except with what appears to him from the words of Allah and the words of His Messenger (peace and blessings be upon him), after being certain, after looking into it with care, after consulting the scholars, and seeking assistance from what they mentioned in their books, so that the fatwa is based on clear evidence and insight. We ask Allah for guidance and success for everyone.
