In his message and question, he says: I would like to know what is obligatory upon one who intentionally masturbates during the day in the month of Ramadan, and does the saying of the noble Prophet (peace and blessings be upon him):
Whoever breaks his fast intentionally, his fasting for the whole of the year will not be accepted from him, even if he fasts it.من أفطر متعمداً فلن يقبل منه صيام الدهر كله، وإن صامه

Answer: First: Masturbation is not permissible, neither in Ramadan nor in any other time. Masturbation is forbidden and an abomination. According to the majority of scholars, it is not permissible to do it, because it contradicts the saying of Allah the Exalted:
(5) And they who guard their private parts (6) Except from their wives or those their right hands possess, for indeed, they will not be blamed - (7) But whoever seeks beyond that, then those are the transgressors -وَالَّذِينَ هُمْ لِفُرُوجِهِمْ حَافِظُونَ ۝ إِلَّا عَلَى أَزْوَاجِهِمْ أوْ مَا مَلَكَتْ أَيْمَانُهُمْ فَإِنَّهُمْ غَيْرُ مَلُومِينَ ۝ فَمَنِ ابْتَغَى وَرَاءَ ذَلِكَ فَأُوْلَئِكَ هُمُ الْعَادُونَ
[Al-Mu'minun: 5-7]. So, masturbation is not having intercourse with one's wife, nor having intercourse with a slave woman; rather, it is a frivolous act and an abomination, and it is an act of aggression.
Second: It has many harms, in addition to being contrary to the Shari'ah. The knowledgeable doctors who are aware of this crime have stated that it has many harms for the one who masturbates.
Third: The one who masturbates in Ramadan must make up the day. He must repent to Allah, and he must make up that day; because he broke his fast with this masturbation, meaning he has become in the status of those who break their fast, even if he did not eat or drink; but he has become in the status of those who break their fast, so he must make up the day, making up the day.
Fourth: As for the hadith:
Whoever breaks his fast on a day in Ramadan, his fasting for the whole of the year will not expiate it, even if he fasts it.من أفطر يوم في رمضان لم يكفر عنه صوم الدهر وإن صامه
it is a weak hadith according to the scholars, with a confused narration, and it is not established. Even if it were established, its meaning according to the scholars would be a warning and caution against breaking the fast without right, and it does not mean that he does not make it up, no. Rather, its meaning is a warning against engaging in breaking the fast without right. The correct view is that it is confused and not established. And the one who breaks his fast by masturbation or otherwise must repent to Allah, feel remorse, and hasten to make up the fast. He must make up what is upon him along with repentance and rectification. And he does not have to pay an expiation, for the expiation is specific to the one who has intercourse in Ramadan specifically. As for masturbation in Ramadan, or eating intentionally, or drinking intentionally in Ramadan, this necessitates making up the fast and necessitates repentance and returning to Allah and turning to Him, but it does not necessitate an expiation.
