وَالَّذِينَ هُمْ لِفُرُوجِهِمْ حَافِظُونَ * إِلَّا عَلَى أَزْوَاجِهِمْ أَوْ مَا مَلَكَتْ أَيْمَانُهُمْ فَإِنَّهُمْ غَيْرُ مَلُومِينَ * فَمَنِ ابْتَغَى وَرَاءَ ذَلِكَ فَأُولَئِكَ هُمُ الْعَادُونَ

[Al-Mu'minun: 5-7] And because the Prophet (peace and blessings be upon him) encouraged young men to marry,So he said: (O young men, whoever among you is able to afford the marriage expenses, let him marry, for it is more effective in lowering the gaze and more protective of chastity, and whoever is not able, let him fast) And the Prophet (peace and blessings be upon him) did not guide them to anything else, even though it is easier than fasting and more likely to be accepted, yet the Prophet (peace and blessings be upon him) did not guide them to it. So if it had been permissible, the Messenger (peace and blessings be upon him) would have guided them to it, for he was the most merciful of people toward his Ummah. Therefore, the one who did this must repent to Allah from the act of masturbation itself, and then he must repent with another repentance for having done it during the daytime of Ramadan. And part of the completion of his repentance in the second matter is that he must make up the day on which he committed this act of masturbation.
