The non-prescription of pushing and shoving to kiss the Black Stone and the like

The third question in the letter from the listener, Hajj Adam Uthman Ali, from Senegal, states: During his tawaf of the Sacred House, specifically the tawaf al-ifadah, he was unable to touch the Black Stone due to the intense crowd, and he nearly suffocated from the pushing of the strong against the weak. Is he required to do anything? And what is the ruling on one who pushes and shoves and harms the weak? Please inform us; may Allah reward you.
Answer: He owes nothing, and it is not permissible for him to push and shove. Rather, when he reaches the level of the Stone, he should face it, say Allahu Akbar from a distance, point to it, and say Allahu Akbar, just as the Prophet (peace and blessings be upon him) used to do. He (peace and blessings be upon him) would sometimes perform tawaf, point to the Stone from a distance, and say Allahu Akbar (peace and blessings be upon him). Therefore, it is not befitting for a believer to push and shove, especially the strong against the weak, for it harms and annoys them. The Sunnah for the believer is not to push and shove. Rather, if it is easy for him to kiss the Stone, he should kiss it, touch it, and say: "In the name of Allah, Allahu Akbar," or say: "Allahu Akbar." If that is not easy for him except through pushing and shoving, he should point to it from a distance while performing tawaf and say Allahu Akbar when he is opposite it, and praise be to Allah. Pushing and shoving is not befitting because it causes harm to people, whether in tawaf, in sa'y, at the Black Stone, at the Yemeni Corner, or at the Station of Ibrahim for prayer. Rather, he should pray in places where there is no crowd after tawaf. It is not befitting for him to push and shove, neither at the prayer of tawaf, nor in tawaf, nor in sa'y, nor when opposite the Black Stone, nor when opposite the Yemeni Corner. We ask Allah for success and guidance for everyone. Yes.
