The third question in the letter of the brothers: Rizq Muhammad Rizq al-Masri, and 'Abd al-Harisan Fahid from Jeddah. They ask: What is the ruling on the prohibition of intoxicants, and what is the ruling on the prohibition of the narcotics currently in existence that were not present in the time of the Prophet (peace and blessings be upon him), such as pills and others? Because some of these drug users do not acknowledge their sin, nor do they admit that these narcotics have corrupted everything, from crops to offspring, and have corrupted most families, bringing calamity and destruction upon the families and all Muslims. Please inform us, may Allah reward you?
Answer: The Messenger (peace and blessings be upon him) clarified the ruling on intoxicants, regardless of what they are made from. He said, may Allah's prayers and blessings be upon him:
Every intoxicant is Khamr and every intoxicant is forbidden.كل مسكر خمر وكل مسكر حرام
Sahih Muslim 2003b
And he said:
Whatever a lot of it intoxicates, a little of it is unlawful.ما أسكر كثيره فقليله حرام

So anything that intoxicates, whether eaten or drunk, or through pills, or through smoking, is all forbidden. Anything that intoxicates or harms the servants is forbidden, by the explicit text of the Messenger, may Allah's prayers and blessings be upon him. So all types of intoxicating substances, whether eaten or drunk, are forbidden, due to his saying, (peace and blessings be upon him):
Every intoxicant is haram (forbidden)كل مسكر حرام
He said:
All drinks that produce intoxication are Haram (forbidden to drink).كل شراب أسكر فهو حرام

, He said:
Every intoxicant is Khamr (wine) and every Khamr is unlawful.كل مسكر خمر، وكل خمر حرام

This encompasses everything. So harmful or narcotic pills, or drinks, or food, such as hashish, anything that results in this meaning of intoxication and harm to the user is forbidden, even if it does not intoxicate. If it harms its user and causes clear harms to him, it is forbidden, such as smoking and other things people use that harm but do not intoxicate. If it intoxicates, it is forbidden because of its intoxication. If it harms, it is forbidden because of its harm, its corruption of bodies, and its harm to minds.
So what intoxicates and harms the minds is forbidden and an abomination, whether from pills, drinks, food, or otherwise. Likewise, what is known to be harmful by the testimony of knowledgeable doctors, or by experience, is forbidden and an abomination, due to the saying of the Prophet (peace and blessings be upon him):
It was narrated from 'Ubadah bin Samit that the Messenger of Allah (ﷺ) ruled: “There should be neither harming nor reciprocating harm.”لا ضرر ولا ضرار

And due to His saying, Exalted is He:
and do not throw [yourselves] with your [own] hands into destruction [by refraining]وَلا تُلْقُوا بِأَيْدِيكُمْ إِلَى التَّهْلُكَةِ
[al-Baqarah:195].
So Allah has forbidden us what harms us and harms our minds and our bodies, and He has forbidden us everything that intoxicates; because it covers the minds and harms them and leads them to various types of corruption. Indeed, the intoxicated person may kill, the intoxicated person may kill, he may commit unlawful sexual intercourse, and he may steal, among other great corruptions that follow from intoxicants. And Allah the Exalted said:
O you who have believed, indeed, intoxicants, gambling, [sacrificing on] stone alters [to other than Allah], and divining arrows are but defilement from the work of Satan, so avoid it that you may be successful.يَا أَيُّهَا الَّذِينَ آمَنُوا إِنَّمَا الْخَمْرُ وَالْمَيْسِرُ وَالأَنصَابُ وَالأَزْلامُ رِجْسٌ مِنْ عَمَلِ الشَّيْطَانِ فَاجْتَنِبُوهُ لَعَلَّكُمْ تُفْلِحُونَ
[Surat al-Ma'idah:90] And this word
So avoid itفاجتنبوه
indicates the severity of the prohibition, meaning: stay away from it to the utmost extent, just as He (peace and blessings be upon him) said
So avoid the uncleanliness of idols and avoid false statement,فَاجْتَنِبُوا الرِّجْسَ مِنَ الأَوْثَانِ وَاجْتَنِبُوا قَوْلَ الزُّورِ
[Surat al-Hajj:30] So it is more eloquent than saying:
So stay away from itفاتركوه
Then He the Exalted said:
Satan only wants to cause between you animosity and hatred through intoxicants and gambling and to avert you from the remembrance of Allah and from prayer. So will you not desist?إِنَّمَا يُرِيدُ الشَّيْطَانُ أَنْ يُوقِعَ بَيْنَكُمُ الْعَدَاوَةَ وَالْبَغْضَاءَ فِي الْخَمْرِ وَالْمَيْسِرِ وَيَصُدَّكُمْ عَنْ ذِكْرِ اللَّهِ وَعَنِ الصَّلاةِ فَهَلْ أَنْتُمْ مُنتَهُونَ
[Surat al-Ma'idah:91] It is established from 'Umar ibn al-Khattab (may Allah be pleased with him)that when he heard this verse, he said:
We have desisted, we have desistedانتهينا انتهينا
.
So Allah has made clear to us that intoxicants and gambling, which is qimar, are an abomination from the work of Satan, and this indicates the severity of the prohibition. And He said:
so avoid it that you may be successful.فَاجْتَنِبُوهُ لَعَلَّكُمْ تُفْلِحُونَ
[al-Ma'idah:90] So He linked success to avoiding these matters, and clarified that they are among the causes of enmity and hatred. So it is obligatory upon the people of Islam to beware of them and stay away from them, to advise one another to leave them, and to declare them blameworthy upon whoever does them. And Allah is the One sought for aid, and there is no power and no strength except with Allah. Yes.
