Answer: This neighbor is a bad neighbor. If he does not pray and drinks intoxicants, he should not be assisted in his evil deed. Rather, he should be boycotted and cut off from; do not associate with him, do not greet him, and do not visit him, unless he repents and returns to Allah (Mighty and Majestic), in which case there is no harm. As long as he remains in this state, he is an apostate due to his abandonment of prayer. He must be boycotted, and hatred and aversion must be declared toward him. His invitation should not be accepted, and he should not be invited to a feast at your home or at the homes of your good brothers. Leave him alone; he must be boycotted. However, along with this, give him advice, counsel him, and direct him to good, so that perhaps Allah will guide him through your efforts. If he persists in his bad deed, his case should be referred to the religious authority in the town so that they can summon him and seek his repentance, or to the rulers so that they can look into his case, lest he harm the community and lest others imitate him.
