Question:
What is the ruling on one who covers up for those who abandon prayer and spend their time playing cards?

Answer:
It is obligatory for the believers to cooperate, as you heard in the speech, to cooperate in good, and to advise those who lag behind in prayer, and not to leave them in their falsehood and with the devils. Rather, they should advise them and direct them to good. If they reform, that is well; otherwise, the matter should be raised to those responsible for them so that they may implement what is required regarding them and report what is required about them. The point is that leaving people in their falsehood is a reprehensible matter. Allah (Exalted and Majestic is He) says:
The believing men and believing women are allies of one another. They enjoin what is right and forbid what is wrongوَالْمُؤْمِنُونَ وَالْمُؤْمِنَاتُ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ يَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنْكَرِ
[At-Tawbah: 71], and He says, Exalted is He:
You are the best nation produced [as an example] for mankind. You enjoin what is right and forbid what is wrongكُنْتُمْ خَيْرَ أُمَّةٍ أُخْرِجَتْ لِلنَّاسِ تَأْمُرُونَ بِالْمَعْرُوفِ وَتَنْهَوْنَ عَنِ الْمُنْكَرِ
[Al-Imran: 110].
And the Prophet (peace and blessings be upon him) said:
He who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith.من رأى منكم منكرًا؛ فليغيره بيده، فإن لم يستطع فبلسانه، فإن لم يستطع فبقلبه، وذلك أضعف الإيمان
Sahih Muslim 49a
So, if it becomes known that the people of a certain office, or a certain house, are neglecting the prayers and do not care about them, their brothers should advise them, contact them, direct them to good, and warn them of the consequences of their actions. If they reform, that is well; otherwise, their matter should be raised. If they are within a department, it should be raised to the head of the department, or to the committee, or to the village chief, or the like, to whoever is hoped to be of benefit in this regard, in the context of cooperating in righteousness and piety, after advising them and making an effort. If it is possible for the advisor to be accompanied by others rather than being alone, some of his brothers should go with him, because the word of the group has a stronger impact. If the advisors are two, three, or the like, this has a stronger impact on the person being advised and is closer to a good outcome.
