Passing in front of the one who is praying is a matter that is not permissible. The Prophet (peace and blessings be upon him) said:
That he stand for forty autumns is better for him than that he pass in front of the one who is prayingلأن يقف أربعين خريفًا خير له من أن يمر بين يدي المصلي
Sunan ad-Darimi 2:227
and he prohibited passing in front of the one who is praying, and he ordered that the one passing in front of the one who is praying be turned back. So it is not permissible for a Muslim to pass in front of his brother if he is praying and is an imam or a person praying alone near him. As for if he is a follower, it does not harm him; the follower is sufficient with the sutrah of his imam, and even if someone passes in front of the followers, it does not harm them.
As for the imam, one does not pass in front of him, nor between him and his sutrah, and likewise for the person praying alone, one does not pass in front of him nor between him and his sutrah. But if he is far from him or behind the sutrah, there is no harm. If he has a sutrah like a planted stick, or a chair or something similar, or a pillar, and one passes behind it, it does not harm. And likewise if one passes far from him, more than three arm's lengths, then this does not harm him either.
As for in the Sacred Mosque, it does not harm. The Sacred Mosque is an excuse; because it is not possible to guard against that.
