Question: What is the punishment for one who passes in front of a person praying, whether he does so intentionally or unintentionally, and who are those whose passing breaks the prayer when they pass in front of the one praying?

Answer: Passing in front of the one praying is forbidden, severely forbidden,And the Prophet (peace and blessings be upon him) said:
If one who passes in front of a man who is praying knew the responsibility he incurs, he would prefer to stand still for forty. . . rather than pass in front of him.لو يعلم المار بين يدي المصلي ماذا عليه لوقف أربعين خير له من أن يمر بين يدي المصلي
Sunan Abi Dawud 701Sahih (Al-Albani)
, or as he (peace and blessings be upon him) said.
And the Prophet (peace and blessings be upon him) ordered the one praying to prevent the one passing in front of him, and if he refuses, let him fight him, by striking him and preventing him from passing,He (peace and blessings be upon him) said:
For he is a Shaytan.فإنما هو شيطان
, which indicates the prohibition of passing in front of the one praying, and between him and his sutrah.
As for when there is a sutrah in front of the one praying and someone passes behind it, then this does not harm. Likewise, if the passing is due to dire necessity, as in the Sacred Mosque and places
of congestion where the praying people cannot prevent passing in front of the one praying, then there is no blame in that, due to the hardship and dire necessity.
As for who breaks the prayer by passing in front, the scholars differed on that, and the correct of their opinions, which Shaykh Taqi al-Din, Shaykh al-Islam Ibn Taymiyyah (may Allah have mercy on him) and others preferred, is that it is invalidated by the passing of a dog, a donkey, and a woman, and Allah knows best.
