Answer: Passing in front of the one who is praying is not permissible; because the Prophet (peace and blessings be upon him) forbade it, and he explained the threat involved in it,By his saying (peace and blessings be upon him):
If one who passes in front of a man who is praying knew the responsibility he incurs, he would prefer to stand still for forty. . . rather than pass in front of him.لو يعلم المار بين يدي المصلي لكان أن يقف أربعين خير له من أن يمر بين يديه

So it is not permissible to pass in front of the one who is praying close to him if he does not have a sutrah, or to pass between him and his sutrah if he is praying facing a sutrah. As for passing in front of the sutrah, there is no blame in that; because if there is a sutrah in front of the one who is praying the size of the back of a saddle, there is nothing wrong with passing
behind the sutrah. Passing in front of him is only forbidden if he does not have a sutrah and one passes close to him, or if one passes between him and his sutrah, except in a case of dire necessity, such as if the place is crowded and there is no path to pass through except in front of the one who is praying. In this case, there is no blame due to the dire necessity. Likewise, in places of severe crowding, such as the Sacred Mosque, a person is compelled to pass because the praying people are many, and if a person stopped, he would be hindered from walking in a state of severe crowding. And in the case of the need to pass, there is nothing wrong with that, due to the dire necessity. And Allah knows best.
