First question:
Our shaykhs (may Allah reward them with the best reward) have been generous in speaking about the orphan, the importance of caring for him, and looking after him. However, we see—in this time and in our present era—that we find orphans in the lands of Muslims left behind and neglected, especially in the lands of Lebanon and Palestine, where the orphans there have been left and not taken in. Rather, the countries of disbelief are the ones who have taken them in and are raising them on false beliefs, especially the Christians. What is the position of the scholars regarding this? Please inform us, may Allah reward you with the best reward?

Answer:
It is obligatory for the people of Islam to take in the orphans from among the sons of Muslims, to take charge of them, to show them compassion, and not to leave them to the Christians or to any other disbelievers. This is the obligation.
It has not been established for me that the orphans of Muslims in Lebanon were taken in by the Christians. This is a rumor, and it is said that some countries spread this, but this matter has not been established for me.
What I believe is that the Islamic countries have taken from this what is required of them, and that they have concerned themselves with this matter. However, up to now, I have not known the truth of what each country has undertaken, or what they have done?
This requires more care, questioning, and inquiry from the Islamic countries, which we hope have fulfilled their obligation, especially the state of this land and the Gulf states, whom Allah has blessed with wealth. The obligation upon them is greater in caring for the children of Muslims and in caring for the oppressed among the Muslims. It is necessary that this—may Allah will it—lead to obtaining sufficient and comprehensive information about this matter.
