They must be prevented from displaying what is wrong, and this must be publicized through broadcasting and television so that they know. Awareness is necessary; radio awareness, television awareness, and newspapers, so that they are deterred. This also helps the awareness committee; awareness helps the committee, but the committee alone is not sufficient.
It is necessary that these foreigners be informed of what is obligatory upon them, and that it is obligatory for them to stay away from what harms society, to cover themselves, and not to display their private parts except in their private places. They must not do it in the markets of Muslims, nor in the gatherings of Muslims, because this harms Muslims and causes trial. Therefore, awareness through broadcasting, at the embassies, and when they are issued their passports is necessary. All of these are means that help in preventing them from falsehood.
