No, it is not permissible. This is the night of the middle of Sha'ban, and there are no authentic hadiths regarding it. All of its hadiths are either fabricated or weak. For this reason, this night has no special status for recitation, nor for a specific prayer, nor for congregational prayer. What some scholars said—that it has a special status—is weak. Weak hadiths have been reported regarding it that are not authentic. So, the night of the middle of Sha'ban is not singled out for anything. This is the correct view.
