Question:
What is the ruling on one who intentionally recites the Basmala aloud when reciting al-Fatihah in the Maghrib, Isha, and Fajr prayers?

Answer:
There is no blame on him, but leaving it is better. The Sunnah and what is better is not to recite it aloud. If he recites it aloud, he owes nothing, if he does so out of independent legal reasoning or following a scholar he follows among the people of knowledge, he owes nothing, but he has contradicted what is better and contradicted the well-known, widespread Sunnah.
So what is better for him and more appropriate is not to recite the Basmala aloud; because what is established from the Messenger of Allah (peace and blessings be upon him) and from his two companions, al-Siddiq and 'Umar, and from 'Uthman as well, is not reciting "Bismillah al-Rahman al-Rahim" aloud. And it has been reported from some of the Companions, such as Abu Hurayrah, that they recited it aloud, and others. So if he recites it aloud, there is no blame, but he has left what is better, and left what is more appropriate, and what is what he should do.
