The ruling on reciting the Basmala aloud in the recitation of al-Fatihah in prayer

Machine translationRead the Arabic original
The first question of Fatwa number ( 17938 )
Q 1: What is the ruling on reciting the Basmala aloud in the recitation of al-Fatihah in prayer? And is it part of the seven repeated verses or not?
A 1: The correct view is that the Basmala is not part of al-Fatihah or any other surah, but rather it is a standalone verse of the Qur'an, and a fraction of a verse in Surat al-Naml in the saying of Allah the Exalted:
Indeed, it is from Solomon, and indeed, it reads: 'In the name of Allah, the Entirely Merciful, the Especially Merciful,إِنَّهُ مِنْ سُلَيْمَانَ وَإِنَّهُ بِسْمِ اللَّهِ الرَّحْمَنِ الرَّحِيمِ
[An-Naml 27:30]
, and it is recommended to recite it at the beginning of every surah, except Bara'ah, and the Sunnah is to recite it before al-Fatihah in prayer quietly; due to the hadith:
Narrated Ibn 'Umar (RA): Allah's Messenger (ﷺ) Abu Bakr and 'Umar (RA) used to offer the 'Eid prayer before the Khutbah (religious talk - sermon). [Agreed upon].كان النبي صلى الله عليه وسلم وأبو بكر وعمر يفتتحون الصلاة بالحمد لله رب العالمين
Bulugh al-Maram 2:416
This indicates that they did not recite (Bismillah al-Rahman al-Rahim) aloud. If it had been a verse of al-Fatihah, they would have recited it aloud. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
