Question:
If a person owes two days of Ramadan and wants to fast them on the ninth and tenth [of Muharram], does that count as making up the missed days and also as the fast of Ashura?

Answer:
There is no doubt that making up obligatory fasts is more important than voluntary fasts. So if a person owes days from Ramadan, or days from a vow, or expiations, those are more important than a voluntary fast. If he fasts the Day of 'Arafah or the Day of Ashura as making up a missed day, there is nothing wrong with it, and we hope that Allah will grant him both good and both rewards, provided that the only thing preventing him from fasting Ashura was the day he owed and the days he owed. It is hoped that he will receive the virtue of this and the virtue of that.
