Question:
I intended to perform Hajj, or 'Umrah, and I left Riyadh during the days of Hajj, and I wanted to go to Jeddah for a work assignment, so from where do I enter ihram?

Answer:
If a person intends to perform Hajj, or 'Umrah, and goes toward the direction of Makkah, he must enter ihram from the miqat he passes through. If he is from Riyadh, or al-Ta'if, or a place below them, or somewhere else, he passes through the miqat of the people of Najd, which is al-Sail al-Kabir, and this is the well-known miqat. He enters ihram from one of these two.
If he comes from another direction, such as from the route of al-Madinah, he enters ihram from the miqat of al-Madinah. Or if he comes from the route of Yemen, he enters ihram from the miqat of Yemen, which is Yalamlam. Or if he comes from the route of Sham, or from Egypt, coming by sea, he enters ihram from the miqat of Egypt and Sham, which is Rabigh al-Juhfah. Or if he comes from the route of Iraq, he enters ihram from the route of Iraq, which is ... the well-known one, or from al-Sail, the miqat of the people of Najd, as is currently known.
As for one who comes to Jeddah without the intention of 'Umrah, who comes to Jeddah for work, and then it occurs to him to perform 'Umrah, he enters ihram from Jeddah, from his location. The Prophet (peace and blessings be upon him) said, when he designated the miqats: "They are for them, and for whoever comes upon them from among those who are not their people, from among those who intend Hajj and 'Umrah. And whoever is below that, meaning below the miqats, his place to enter ihram is from where he begins, even the people of Makkah from Makkah."
So if he comes to Jeddah without intending 'Umrah, coming there for work, and then it occurs to him to perform 'Umrah, he enters ihram from Jeddah. Or if it occurs to him to perform Hajj, he enters ihram from Jeddah. But if he comes from Riyadh, or comes from Yemen, or comes from any place ... the miqats, and his intention is Hajj, or his intention is 'Umrah, or his intention is to pass through Jeddah and perform 'Umrah, then he enters ihram from the miqat. If he is from the route of al-Madinah, then from the miqat of al-Madinah. If he is from the route of al-Ta'if, then from the miqat of al-Ta'if. If he comes from the route of Yemen, he enters ihram from Yalamlam.
