Question:
Since I intend to travel abroad for a study course, and that is tomorrow, I have been keen to bid you farewell, and to bid farewell to my brothers present, and to receive a righteous prayer from you and the attendees for steadfastness, and that Allah may make us beneficial. I am pleased to inform you that, by the grace of Allah, I have found a large building inhabited by more than eighty Muslim families. They have allocated an entire apartment, which they rented at their own expense, and made it a mosque for the building. I will not prolong this, and I entrust you to Allah, whose trusts are not lost. We love you, and our Muslim brothers, with a love that I hope is sincere for the sake of Allah .

Answer:
We advise you to fear Allah, and we ask Allah to preserve you in residence and in travel, and to protect you from the evil of your journey and the evil of what lies ahead. We ask Allah to help you and your brothers who are with you to fear Allah, to carry out the command of Allah, to cooperate in good, and in the religion, and to be cautious of the causes of destruction; for traveling abroad carries many dangers.
Therefore, the believer should be cautious of those dangers. If he is able not to travel unless he possesses knowledge and insight to call to Allah and forbid what is wrong, then that is better, if Allah wills. If he does not have the competence and qualification for this matter, then it is obligatory for him not to travel and not to risk himself, for there are evils that only Allah can count , such as the call to shirk (associating partners with Allah), disbelief in Allah, the call to lewd acts, zina (unlawful sexual intercourse), intoxicants, sodomy, and others.
So America, England, France, Italy, and other countries of disbelief and misguidance contain evils and falsehood that only Allah can count . Therefore, whoever intends to head toward these matters should be cautious, and should never head there, and should not travel to those countries except in cases of extreme necessity.
As for what can be learned in his own country, and what he can understand of the religion in his own country, that is better for him, if Allah wills, and further removes him from evil, except in one case: if he has acquired sufficient knowledge, and Allah has granted him insight, guidance, and steadfastness upon the truth, and he wishes to call to Allah and teach people good among the Muslims, among those new to Islam, and among the Muslim communities; then he has his reward and recompense. We ask Allah for his assistance and success.
