This written decree preceded in the knowledge of Allah, and it has causes. The knowledge of Allah preceded that this one will do such and such, and do such and such, and do such and such, and this one will do such and such, just as the Exalted said: [Al-Saff: 5] [Al-An'am: 110].
So what Allah has decreed for them has causes from them: and that is their heedlessness, their turning away, their not responding to the caller and the one who invites to Allah (peace and blessings be upon him), and the non-expansion of their hearts for this matter.
So Allah (Exalted and Majestic is He) decreed what He decreed, and He predestined what He predestined of the evil deeds and the good deeds, because of what preceded in His knowledge that these people will respond to the good, seek it, and desire it, and their hearts will expand for it by His enabling them to it (peace and blessings be upon him).
And those others, their hearts do not expand for it, nor do they seek it, nor do they desire it, because of what occurred in their hearts of hatred for it. Then, following that, they submit to Shaytan, the call of Shaytan, and the call of the self that commands evil. So this is His justice with those people, and this is His favor with these people. His favor is upon those whom He guided and enabled, and Allah (peace and blessings be upon him) is the Owner of immense favor. And His justice is with those others because they turned away, and because they were arrogant about following the truth; so their deeds became in what angers Allah and causes their destruction and ruin—may Allah grant us safety.
