Question:
In some Islamic countries, they recite qunut in the second rak'ah, after rising from ruku', in the Fajr prayer every day on a continuous basis. Is this in accordance with the Sunnah? I attend the prayer with them at times; does this affect my prayer?

Answer:
This is the view of some scholars, such as al-Shafi'i (may Allah have mercy on him) and a group of others, who thought and believed that it is a recommended practice (sunnah) based on weak hadiths reported on this matter. The correct view is that it is not a permanent recommended practice, but rather it is done when there is a need, such as when the enemy attacks or when supplicating against the enemy. On some occasions, the Prophet (peace and blessings be upon him) did it, and on other occasions he left it off (peace and blessings be upon him). This refers to qunut in the Fajr prayer.
Therefore, what should be done is that one should not make it a permanent habit. However, if one is with a congregation that makes it a permanent habit, he should pray with them and not abandon the prayer. He should pray with them and advise the imam, saying to him: "The best and the Sunnah for you is that you do it sometimes, if you are supplicating against a group of disbelievers." Sa'd ibn Tariq ibn Ashim al-Ash'ari said: "I asked my father Tariq—and his father was one of the Companions—..."
But if he is supplicating against communism and disbelievers, and supplicating to Allah for the Afghan mujahideen and the like, asking Allah to grant them victory, this is qunut in times of calamity, meaning this is called qunut for emergencies when there is a need. And if he does it in the Maghrib or 'Isha' prayer, it is valid.
