The Shaykh: Verily, all praise is due to Allah; we praise Him, seek His help, and ask His forgiveness. We seek refuge in Allah from the evil of our own souls and from the evil of our deeds. Whom Allah guides, none can mislead, and whom He leaves to mislead, none can guide. And I bear witness that Muhammad is His slave and His Messenger. As for what follows, the best of speech is the speech of Allah, and the best of guidance is the guidance of Muhammad (peace and blessings be upon him and his family). The worst of matters are their innovations, and every innovation is a misguidance, and every misguidance is in the Fire. After that, it is not hidden from the Muslims as a whole, with no distinction between a scholar and a student of knowledge, that Islam is built upon two fundamental principles, with no third: the Book of Allah and the Sunnah of His Prophet (peace and blessings be upon him and his family). The Muslims agreed upon this through the explicit wording of many verses in the Noble Qur'an, all of which converge on the command to obey Allah and obey His Messenger (peace and blessings be upon him and his family). The command to obey the Messenger (peace and blessings be upon him and his family) was given because Allah (Mighty and Majestic) commanded him and entrusted him with two things: First, to convey to people the speech of Allah (Mighty and Majestic) that was revealed to the heart of Muhammad (may the prayers and peace of Allah be upon him), which is the Noble Qur'an, preserved not only in the written text but also in the chests of people, as one of the signs of Allah (Mighty and Majestic) committed to the preservation of Islam until Allah inherits the earth and those upon it. This is what He charged him with first: to convey to people the speech of Allah revealed in the Qur'an. The other thing, which I intend to focus my speech on tonight, is that Allah (Mighty and Majestic) commanded him to take charge of explaining this Noble Qur'an and clarifying it, or clarifying what is necessary for all people. So He said (Blessed and Exalted is He):
And We revealed to you the message that you may make clear to the people what was sent down to them وَأَنْزَلْنَا إِلَيْكَ الذِّكْرَ لِتُبَيِّنَ لِلنَّاسِ مَا نُزِّلَ إِلَيْهِمْ
[An-Nahl 16:44]
. The explanation here is of the second type, namely clarification and interpretation. As for the first type, which is conveying the Qur'an, it is as He said (Blessed and Exalted is He) regarding it:
O Messenger, announce that which has been revealed to you from your Lord, and if you do not, then you have not conveyed His message. And Allah will protect you from the people يَا أَيُّهَا الرَّسُولُ بَلِّغْ مَا أُنْزِلَ إِلَيْكَ مِنْ رَبِّكَ وَإِنْ لَمْ تَفْعَلْ فَمَا بَلَّغْتَ رِسَالَتَهُ وَاللَّهُ يَعْصِمُكَ مِنَ النَّاسِ
[Al-Ma'idah 5:67]
. This conveying of the words of the Qur'an was commanded of him (may the prayers and peace of Allah be upon him), just as he was commanded to explain and interpret this Qur'an. The first matter may be confused; it may be confused for many people that the intended meaning of the second explanation, which is His saying:
And We revealed to you the message that you may make clear to the people what was sent down to them وَأَنْزَلْنَا إِلَيْكَ الذِّكْرَ لِتُبَيِّنَ لِلنَّاسِ مَا نُزِّلَ إِلَيْهِمْ
[An-Nahl 16:44]
, may be confused for some people that the second explanation is intended to be the first explanation
O Messenger, announce that which has been revealed to you from your Lord يَا أَيُّهَا الرَّسُولُ بَلِّغْ مَا أُنْزِلَ إِلَيْكَ مِنْ رَبِّكَ
[Al-Ma'idah 5:67]

, and the intended meaning, as we mentioned, is conveying the words of the Qur'an and the verses of the Qur'an as they were revealed to the heart of the Messenger (may the prayers and peace of Allah be upon him). This is a matter agreed upon by the scholars of the Muslims, and praise be to Allah.
