Clarification that the Noble Qur'an is the speech of Allah in both its wording and its meaning, that Jibril heard it and revealed it to Muhammad (peace and blessings be upon him), and a refutation of those who disagree with this

The Shaykh : Peace be upon you, and Allah’s mercy and blessings.
In the name of Allah, the Most Gracious, the Most Merciful.
All praise is due to Allah; we praise Him, seek His help, seek His forgiveness, and turn to Him in repentance. We seek refuge in Allah from the evil of our own souls and from the badness of our deeds. Whoever Allah guides is not to be led astray, and whoever He leaves astray is not to be guided. And I bear witness that there is no god but Allah alone, with no partner, and I bear witness that Muhammad is His slave and His Messenger. Allah the Exalted sent him with guidance and the religion of truth, so he conveyed the message, fulfilled the trust, advised the nation, and struggled in the cause of Allah with true struggle. May the prayers and peace of Allah be upon him, upon his family and his Companions, and upon those who follow them with excellence until the Day of Judgment.
As for what follows: I am meeting with you tonight on behalf of my brother, Shaykh Abu Bakr al-Jaza'iri (may Allah preserve him and grant him success), and may He increase us and him in knowledge and guidance.
It occurred to me that the topic of our discussion and meeting tonight should be related to the saying of Allah the Exalted:[Al-Ma'idah 5:6] This verse is related to ritual purity. Do you agree to this, or should we continue with the topic of our discussion from last night?
The student: ... .
The Shaykh : Good. We mentioned the categories of seeking nearness to Allah through a means yesterday, and we clarified that seven of them are permissible, and anything other than that is not permissible. Good. What is the opinion? Good. So let us stick to what is in my mind, which is to speak about this noble verse:[Al-Ma'idah 5:6] In the course of its exegesis, we may touch upon matters related to the oneness of Allah and beliefs. So we say first: It is obligatory for us to believe that this Qur'an is the speech of Allah (Mighty and Majestic), the speech of Allah the Exalted in reality, that He spoke with it, and that its wording and its meaning, all of it, is the speech of Allah. It is not that the speech of Allah is the meanings without the letters; rather, He spoke with His saying: [Al-Fatihah 1:2] The Lord of Majesty and Honor spoke with this wording, and Jibril heard it and brought it down to the Messenger of Allah (peace and blessings be upon him), as Allah the Exalted said: [At-Tawbah 9:6] What is meant by the speech of Allah? The Qur'an. And He the Exalted said: [Ash-Shu'ara 26:192-195] If we know that this Qur'an is the speech of Allah (Mighty and Majestic) in its wording and its meaning, then I ask you now: if a royal decree, a republican decree, or a presidential decree were issued, how would people receive it? Would they receive it with acceptance and action, or would they receive it with rejection and denial? They would receive it with acceptance and action. If they do not do so, imprisonment is before them. Yes, and if they do, they are safe from imprisonment. But this is a decree from the Lord of the Worlds (Mighty and Majestic), whom He spoke with and sent it with the one He described as the trustworthy spirit. The trustworthy spirit brought it down without betrayal, without alteration, and without change. To whom? To the heart of the Prophet. Look, why did He say "to your heart"? Because the heart is the place of consciousness, the place of consciousness, retention, understanding, and intellect, so that no one would say, "Perhaps it came down to his brain and he forgot something." It did not come down to his brain, but to his heart, because it is the place of consciousness, as Allah the Exalted said: [Al-Hajj 22:46] So the heart is the place of intellect. Jibril the Trustworthy brought it down to the heart of Muhammad (peace and blessings be upon him). And what happened after it came down to his heart? Did he read it to the people as it came down, without change?
The answer is: Yes. And listen to the saying of Allah the Exalted:[Al-Qiyamah 75:16-17] Who is "We" referring to? Allah (Mighty and Majestic) guaranteed it. He guaranteed [Al-Qiyamah 75:17-18] This means that when Jibril read it, Allah the Exalted attributed Jibril's recitation to Himself, because he is a messenger from Him, and what the messenger says is the saying of the sender. [Al-Qiyamah 75:18] And what comes after that? [Al-Qiyamah 75:19] Allah is the Greatest. Allah took charge of two things: its gathering and its recitation. Therefore, no falsifier remains who can claim that there is a deficiency, an addition, or a change in the Qur'an. And listen to the verse, which is a document from Allah upon Himself: [Al-Hijr 15:9] So whoever claims that there is an addition or a deficiency in the Qur'an has lied against the implication of this noble verse. [Al-Hijr 15:9] The Muslim community has agreed, since the sending of its Messenger until today, that what is in our hands is the speech of Allah, with no addition in it, no deficiency, no change, and no alteration. This is a reality that we must know: that the Qur'an is the speech of Allah. Its meaning or its wording and its meaning? Its wording and its meaning. And that He spoke with His saying: [Al-Fatihah 1:2] Just as He spoke with His saying: [Al-Falaq 113:1] And just as He spoke with the rest of the verses of the Qur'an, He spoke with that in a real speech that is heard. Jibril heard it and brought it down to the heart of Muhammad (peace and blessings be upon him). By this, we know the error of those who say that the speech of Allah (Mighty and Majestic) is not heard and is not in letters, but is a meaning among meanings in Himself (Mighty and Majestic), and He creates letters and sounds that express this meaning that is in Himself. Indeed, this is without doubt a saying of misguidance and a wrong saying. And without doubt, the one who interprets the speech of Allah with this interpretation no longer interprets the speech as knowledge alone; it is not the speech. If you say that the speech is the meaning that subsists in the speaker Himself and is not something heard or a sound heard, then that means you no longer interpret the speech as knowledge, and you have not brought anything of value. For this reason, the school of the Salaf, which is the position of the people of the Sunnah and the community, is that the speech of Allah is the wording, what? And the meaning, both of them. The speech of Allah is not letters without meanings, nor meanings without letters.

وإن أحد من المشركين استجارك فأجره حتى يسمع كلام الله(192) And indeed, the Qur'an is the revelation of the Lord of the worlds. (193) The Trustworthy Spirit has brought it down (194) Upon your heart, [O Muhammad] - that you may be of the warners - (195) In a clear Arabic language.

أفلم يسيروا في الأرض فتكون لهم قلوب يعقلون بهاThe answer is: Yes. And listen to the saying of Allah the Exalted:
