Answer: You settle the violations from your own pocket and take the money from the person who owes them; this is a loan you have extended, so do not take any increase. You take only what you paid and do not take any increase. Or, regarding settling the violations, if you take the fine from the person who owes it and deliver it to the responsible authority, you may take a service fee that does not exceed your effort. This is permissible. If you do this as a favor, that is a good thing. However, if you settle it from your own money, it is a loan, and you do not take any interest on it.
