Whoever finds it must take it and call out about it, and announce it in the places where its owner is likely to be found. He must never treat it as his own property, because lost property in the Haram is not to be treated as one's own. The Prophet (peace and blessings be upon him) said: "Its lost property is not lawful except for the one who announces it," meaning the one who takes it and searches for its owner. If you say, "I am unable to search for its owner," there is a specialized government department for lost property at the Sacred Mosque. You go to it and hand over the lost item.
