The answer: Its meaning is that every child is born capable of accepting the religion of Islam, because his fitrah (the innate natural disposition) accepts this. Allah (Exalted and Majestic is He) said: "So set your face toward the religion, inclining to truth, in accordance with the fitrah (the innate natural disposition) of Allah upon which He has created people." However, the fitrah may change due to bad upbringing. If his father raises him as a Jew, he becomes a Jew; if he raises him as a Christian, he becomes a Christian; and if he raises him as a Zoroastrian, he becomes a Zoroastrian. Thus, his parents make him a Jew or a Christian or a Zoroastrian. It is the bad and evil upbringing that distorts the sound fitrah. Therefore, it is obligatory for the parents to strive to preserve the religious fitrah of their children, to command them to obey Allah and forbid them from disobeying Allah, and to raise them with an Islamic upbringing that is in accordance with their fitrah.
