What is the ruling on frozen and imported meats from the lands of disbelief?

Machine translationRead the Arabic original
The questioner : Lately, there has been a lot of discussion regarding the prohibition and permissibility of frozen meats. Please clarify this in detail.

The Shaykh : Naturally, the common talk and the point referred to in this question regarding frozen meats is not, of course, about the fact that they are frozen. We slaughter a chicken with our own hands and keep it in the refrigerator, and it freezes there; that is self-evident. Rather, it is about what is common and known: are these slaughters that come to us frozen, at the very least, slaughters... or are they carrion? The question arises on this basis... whether they are frozen or in their natural state. The important thing is that the slaughtered animal be halal. If it is not a slaughtered animal but rather a strangled or beaten animal, it is forbidden, whether it is served fresh or frozen; both are the same. What we have learned and confirmed in some of our travels a few years ago to some foreign countries, such as England, is that they do not know of Islamic slaughter at all. Those who know of Islamic slaughter might be one or two in all of Britain among the Muslims who have established places where sheep are slaughtered in the Islamic manner. I personally witnessed a Muslim man there, originally from Pakistan, who had a special place with a sheep pen next to it. The animal is slaughtered in the Islamic manner, then immediately hung on a hook. The animal is pushed after being hung and moves along a track from one place to another. This Muslim man combined the Shari'ah with utilizing modern means, one of the results of which is saving time. In fact, when the disbelievers resort to some violations of the Shari'ah in our view, we do not find it strange, because they do not prohibit or permit by the text of the Noble Qur'an, as He (Mighty and Majestic) said:
Fight those who do not believe in Allah or in the Last Day and who do not consider unlawful what Allah and His Messenger have made unlawful
[At-Tawbah 9:29]
. That is the nature of the People of the Book, and it is explained by
of those who had been given the Scripture مِنَ الَّذِينَ أُوتُوا الْكِتَابَ
[Al-Baqarah 2:101]
. So there is no surprise that they do not permit or prohibit, especially if their aim in doing so is to save time. Slaughtering each animal individually and skinning it in the Islamic manner takes them time, and time is money for them; it is equivalent to money. As for this Muslim man, he combined the Shari'ah with the benefit of time. We used to see the animal being driven to a small room in the pens specifically for this. A person would take one of them, and another would be waiting for it. He would slaughter it, let the blood flow, then hang it by the head. It is pushed and walks like this to form the letter "I," for example, like this. It reaches a second room. Before it even arrives, it has already given up its breath and its body has cooled. Then they begin to skin it, and so on, without detail, until the last moment on the scale. The scale is large and weighs the weight of each head and records it there in a very organized manner. The important thing is that it is slaughtered in the Islamic manner. All of this is in one place in London. Therefore, one of the benefits of this Islamic method is that the disbelievers themselves felt the benefit of this Islamic slaughter and the outflow of blood from the slaughtered animal, so they came to buy these Islamic slaughters.

The questioner: Allahu Akbar.

The Shaykh : Yes, exactly. So the problem with these frozen slaughters is that the majority of them are not slaughtered but are killed by beating. This is undoubtedly not permissible in our Shari'ah. As for the verse:
and the food of those who were given the Scripture is lawful for you وَطَعَامُ الَّذِينَ أُوتُوا الْكِتَابَ حِلٌّ لَكُمْ
[Al-Ma'idah 5:5]
, the correct understanding of this verse must be firmly established in our minds whenever this topic is raised. Is the intended meaning of "food" in the sense of "eaten" or "food" in the sense of "slaughtered"? All scholars of exegesis agree on the second meaning:
and the food of those وَطَعَامُ الَّذِينَ
, meaning: the slaughters of
those who had been given the Scripture الَّذِينَ أُوتُوا الْكِتَابَ
[Al-Baqarah 2:101]
, and not their food in general. Otherwise, their food includes what? It includes things that are forbidden for us by explicit text, such as carrion and pork, and the like. Rather, this verse means their slaughters. If these animals come to us frozen and they are originally slaughtered animals, then there is nothing wrong with them. And the opposite is the opposite. The answer has become clear, if Allah wills.
Other than that?
