Is a person not to be blamed as long as the matter of morals is decreed by Allah the Exalted?

Machine translationRead the Arabic original
The questioner : Perhaps there is a question here, O our Shaykh. Is a person not to be blamed as long as the matter of morals is decreed, and so on?

The Shaykh : ... If a person has bad character, he should strive against his self, improve his character, and his reward will be doubled. If he has good character, he should utilize it to draw near to Allah (Mighty and Majestic) and thank Him for what He has bestowed upon him. So each has a direction, so race toward the good deeds.
