A154: One who withholds zakah while denying its obligation is an apostate from the religion of Islam. Abu Bakr al-Siddiq (may Allah be pleased with him) fought those who withheld zakah until
they paid it. He said (may Allah be pleased with him):
By Allah, I will fight him who discriminates between Zakat and prayers«والله لأقاتلن من فرق بين الصلاة والزكاة»

. He also said (may Allah be pleased with him):
By Allah, if they refuse to give me even a tying rope«والله لو منعوني عقالاً»

. In another narration:
a small she-goat that they used to give to the Messenger of Allah (ﷺ), I will certainly fight them for withholding it«عناقًا كانوا يؤدونها إلى رسول الله صلى الله عليه وسلم لقاتلتهم عليه»

. Therefore, the one who withholds zakah by denying its obligation is an apostate from the religion of Islam; because he denied a pillar of the pillars of Islam. As for the one who withholds it out of stinginess, it is taken from him by force; because it is a right obligatory upon him for the poor and the needy. And if he has power and strength, he is fought as Abu Bakr al-Siddiq (may Allah be pleased with him) fought those who withheld zakah.
