What is the obligation of a man who is always late for the takbir of ihram after the imam, until the imam begins reciting al-Fatihah?

Machine translationRead the Arabic original
The questioner : What is the obligation of a man who is always late for the takbir of ihram after the imam, until the imam begins reciting al-Fatihah?

The Shaykh : He owes nothing, but he has deprived himself of much good. Because if he enters the prayer, he is in a prayer for which the reward of that duration is recorded for him. If he does not enter until the imam begins reciting al-Fatihah, he has deprived himself. First, he has not caught up with the imam for the takbir of ihram.
And second, he remained for all that duration without prayer. What a person should do is to hasten; as soon as his imam says the takbir, he should say it. Yes.

The questioner : Finally, he says this...

The Shaykh : And likewise.

The questioner : Okay, Shaykh.

The Shaykh : Likewise, some people come to the mosque and the imam is in prostration, so they stand until the imam rises from the two prostrations. This is also a form of deprivation, and it contradicts the saying of the Messenger (peace and blessings be upon him):
If you hear the Iqamah, you must walk to the prayer (place) with tranquility and dignity, and do not hasten; and whatever portion of the prayer you get (along with the Imam) offer it إذا سمعتم الإقامة فامشوا إلى الصلاة وعليكم السكينة والوقار، ولا تسرعوا، فما أدركتم فصلوا
Bulugh al-Maram 2:329
So this person has caught up with the prostration, and what is prescribed for him is to say the takbir of ihram while standing, then prostrate with the imam. But if he misses the bowing, he misses the rak'ah. Yes.

The questioner : In the last of this questioner's questions, he says: O honorable Shaykh.
