The fifth question of the fatwa number ( 16342 )
Q5: My grandfather died with Ramadan fasting upon him that he had not performed after his illness, so what is the ruling?
A5: If a person dies with missed Ramadan fasting to make up, and he was unable to make it up until he died, then he owes nothing; because he is excused. But if he was able to make it up and was lazy about it until he died without making it up, then the best is for some of his relatives to fast on his behalf
based on the saying of the Prophet (peace and blessings be upon him):Sahih Muslim 1147 It is agreed upon as authentic. The intended meaning of the guardian is the relative. If no one is available to fast on his behalf, then he is fed from his estate, one poor person the amount of half a sa' of food for each day as expiation, as a group of the Companions of the Prophet (peace and blessings be upon him) (may Allah be pleased with them) issued a fatwa to that effect. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

based on the saying of the Prophet (peace and blessings be upon him):
'A'isha (Allah be pleased with her) reported Allah's Messenger (ﷺ) as saying: If anyone dies in a state (that he had to complete) some fasts, his heir must fast on his behalf.
